【摘要】:Thispracticeprovidesdataneededforselectionofinstrumentsystemstomeasuremeteorologicalquantitiesandtoprovideanestimateoftheprecisionofmeasurementsmadebysuchsystems.Thispracticeisbasedontheassumptionthattherepeatedmeasurementofameteorologicalquantitybyasensorsystemwillvaryrandomlyaboutthetruevalueplusanunknowablesystematicdifference.Giveninfiniteresolution,thesemeasurementswillhaveaGaussiandistributionaboutthesystematicdifferenceasdefinedbytheCentralLimitTheorem.Ifitisknownordemonstratedthatthisassumptionisinvalidforaparticularquantity,conclusionsbasedonthecharacteristicsofanormaldistributionmustbeavoided.1.1Sensorsystemsusedformakingmeteorologicalmeasurementsmaybetestedforlaboratoryaccuracyinenvironmentalchambersorwindtunnels,butnaturalexposurecannotbefullysimulated.Atmosphericquantitiesarecontinuouslyvariableintimeandspace;therefore,repeatedmeasurementsofthesamequantitiesasrequiredbyPracticeE177todetermineprecisionarenotpossible.Thispracticeprovidesstandardproceduresforexposure,datasampling,andprocessingtobeusedwithtwomeasuringsystemsindeterminingtheiroperationalcomparability(,).1.2Theproceduresprovidedproducemeasurementsamplesthatcanbeusedforstatisticalanalysis.Comparabilityisdefinedintermsofspecifiedstatisticalparameters.OtherstatisticalparametersmaybecomputedbymethodsdescribedinotherASTMstandardsorstatisticshandbooks().1.3Wherethetwomeasuringsystemsareidentical,thatis,samemake,model,andmanufacturer,theoperationalcomparabilityiscalledfunctionalprecision.1.4Meteorologicaldeterminationsfrequentlyrequiresimultaneousmeasurementstoestablishthespatialdistributionofatmosphericquantitiesorperiodicallyrepeatedmeasurementtodeterminethetimedistribution,orboth.Insomecases,anumberofidenticalsystemsmaybeused,butinothersamixtureofinstrumentsystemsmaybeemployed.Theproceduresdescribedhereinareusedtodeterminethevariabilityoflikeorunlikesystemsformakingthesamemeasurement.Thisstandarddoesnotpurporttoaddressthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.(Seeformorespecificsafetyprecautionaryinformation.)
